I haven’t actually tried this, so take it for what it’s worth. The starch in the potatoes is your primary binder, not the powdered sugar. Adding more potatoes could be a solution or perhaps cornstarch?

I would also highly recommend using a potato ricer for this recipe. Potato ricers (a hand cranked food mill or a fine mesh food sieve) give you a velvety smooth mashed potato without over-whipped potatoes that become a gluey mess. Over mixing/ whipping (using a mixer) is how mashed potatoes can become a gluey mess and it destroys the starch bonds, which could also contribute to a watery dough.

My mother used to make this for us when we were small, back in the 50s, and it’s a favorite! I made it for my kids & their friends, and still do, even though they’re grown. However, my recipe is just 3 ingredients:
Cooled, lump-free mashed potatoes mixed gradually BY HAND with powdered sugar, adding a little at a time to keep it smooth, scraping the bowl to get a good, smooth mix. The mixture must get as stiff as possible (essentially a big ball), so it’s a bit of a workout; if it’s too sticky, it won’t work. That could be the moisture problem you mentioned, OR, the moisture comes from refrigerating it before rolling. l go directly to rolling once the mix is ready. Roll out a piece of wax paper. Place the ‘dough’ in the middle of the paper, cover with another piece the same size, and roll it out – no addt’l sugar needed. Gently remove the top piece of paper, spread the PB. Lift one edge of the wax paper, use a table knife to peel off the edge of the dough and gently roll it up. Then just wrap it in the wax paper it’s on. Refridgerate and slice (although, if you need a quick bite, it can be sliced immediately; it will just be a tad soft and gooey, but still very tasty!) I didnt give measurements because I just start with a big spoonful of potatoes (or more if I want a few rolls) and keep adding the pwdred sugar until I get the right consistency to roll, spreading as much PB as I like. To each their own!
